I don't think the DEA is going to be reading blogger.com to see where their next raid is going to be, if that's what you mean.
And the world has plenty of artists who admit to using drugs in music, books and movies and yet they are never prosecuted for it. Despite popular sentiment, the 1st amendment is still alive and well.
I think it comes down to more than just he should or shouldn't. First concern I would have is his friends and family reading it, which is what blogs "primarily" are used for these days. That is if you don't have some mass political agenda you want to share.
My second concern is that an employee or employer of Bob's might read it. However, I'm curious as to how YOU came acroos his blog? Are you a member of Blogger.com? Did you do a search for "illicit drugs"? I don't know. But I think with these things, if you haven't specifically sent your link or told someone about it, the chances of his mom, for example, happening across it by accident, are slim to none.
